Jeffrey W. Coy, 66, of Shippensburg, died Monday, June 4, 2018 at his home.

Born October 6, 1951 in Chambersburg, he was a son of Dorothy J. Upperman Coy, of Shippensburg and the late Wayne A. Coy.

Jeff was a 1969 graduate of Shippensburg Area Senior High School and received his bachelor’s degree in government administration from Shippensburg University in 1973. He received an honorary Doctorate in Public Service and the Distinguished Alumnus Award from Shippensburg University. He also served on the State System Board of Governors from 1985 to 2005. Jeff was currently Chairman of the Shippensburg University Board of Trustees.

Jeff retired in 2011 after 37 years in public service to the citizens of the Commonwealth, including 22 years in the Pennsylvania House of Representatives from 1982 to 2004, representing the 89th district. During that tenure, Jeff began service in the Democratic caucus leadership in 1993, including the Minority Caucus Secretary during the 2003-2004 term, the 4th highest rank in leadership. He also served on the multistate Chesapeake Bay Commission where he was a Chairman for some time, and was Treasurer of the Joint State Government Commission, a research arm of the General Assembly.

Early in his life Jeff worked for the Pennsylvania Lottery and as an aid in the Pennsylvania Senate. He retired in 2011, after serving six years as a commissioner on the Pennsylvania Gaming Control Board.

He was a member of the Franklin County Democratic Committee and a delegate to the Democratic National Convention of 1984.

Jeff retired in May 2018 as vice chairman of the Board of Directors of Orrstown Bank, a position he held since 1998. He had been a member of the board since 1984.

He was a member of Memorial Lutheran Church where he served as director of Music and was organist for more than 40 years. He was also a member and Past President of the West End Fire and Rescue.

Jeff was currently serving as the Right Worshipful Grand Treasurer of the Grand Lodge of Free and Accepted Masons of Pennsylvania. He was a Past Master and former trustee of Cumberland Valley Lodge #315 Free and Accepted Masons. His other Masonic memberships include, the Harrisburg Consistory A. A.S.R., where he was choir Director, Shippensburg Scottish Rite Club, Valley Forest #145 Tall Cedars of Lebanon, George Washington Royal Arch Chapter #176, George Washington Council #66, Continental Commandery #56, the Royal Order of Scotland, and the Red Cross of Constantine. He was also an active member of the Supreme Council 33° for Pennsylvania. He is a recipient of the DeMolay Legion of Honor. He was honored to be presented the Franklin Medal by the Right Worshipful Grand Lodge of Pennsylvania.

In addition to his mother, he is survived by his wife of 44 years, Jo Anne Rasmussen Coy a brother Larry Coy and his wife Janet, of Mooresville NC, three nephews Christopher, Andrew and Matthew Coy, and a number of cousins.

Funeral services will be held Monday, June 11, 2018 at 11 am in the Memorial Lutheran Church, Shippensburg. The Revs. Dana Blouch-Hanson and Bonnie Hoffman will officiate. Burial will be in Spring Hill Cemetery. Masonic services will be conducted Sunday June 10 at 2 pm in the Fogelsanger-Bricker Funeral Home and Crematorium, Inc. Shippensburg. This service is open to the public. A viewing will be held at the funeral home from 3 to 6 pm on Sunday.
